ANTHONY MYLES CARTRETTE A CANDIDATE FOR CHADBOURN CITY COUNCIL 2021


I made the decision to run for this office after much prayerful consideration and talking to may citizens in Chadbourn, NC. I grew up in Chadbourn on Brown Street and walked the streets to see many people shopping, fellowshipping, eating and all the other things that people did in the 60’s.


When I left Chadbourn in 1974 for college at East Carolina University I realized that I had left a small community and moved to a progressive and prosperous town. Leadership change but the entire focus never forgot the vision and dreams of those who came before. I stayed there for 34 yrs and ran a business and raised my family. In 2010 I returned to Columbus county to discover that things had not gotten better but seemed to be on its death bed. I appreciate all those who have led us and served in many positions but it is time for us to revisit and maybe for the first time define our vision, share it with our citizens and lead with the understanding that this is our time. With that being said here are the few things that I will define as my platform and desires to see happen if elected.

QUALITY PERSONNEL
WE HAVE SINCE I HAVE BEEN BACK HERE SEEN A UNPRECEDENTED TURNOVER AMOUNG OUR STAFF FROM THE CITY MANAGERS POSITION, THE POLICE DEPARTMENT AS WELL AS THE PUBLIC WORKS DEPARTMENT. WE CANNOT AFFORD TO HIRE, TRAIN AND LOOSE FOLKS BECAUSE THEY CAN DO BETTER SOMEWHERE ELSE VERY CLOSE BY. THE CITIZENS HAVE ZERO CONFIDENCE IN THE POLICE DEPARTMENT AND THE HIGH TURNOVER. WE CAN BLAME THE CHEIF OR THE CITY MANAGER THE PROBLEM IS LACK OF TOP LEADERSHIP.
  A). We do not have employees who have a employment contract. Good employees are never going to remain faithful to their job if they can be terminated at any moment. The application and background work should eliminate the bad ones and allow the best to rise to the top. I want to see our employees work with a contract that requires their best and the same for Chadbourn.
  B). We must develop a leadership program that allows the department heads to constantly train someone to take their place if necessary. Currently we have a position that is critical to our town and there is no one trained or certified to do that job.

INFRASTRUCTURE/WATER SEWER AND STREETS
    Our water/sewer systems are in totally antiquated, out dated and inferior in spite of the facts that our citizens pay some of the highest rates in the county. This is a constant point of conflict. The city currently has in excess of $1 Million dollars in reserve for water and sewer. We also have received a grant from the US Government to improve this system. We must hire a contract engineer to lead us thru this process. Too often we cut out the street, patch a leak, patch the street and assume that is a good fix. This department must have a system to prioritize our issues and solve them one at the time.

 ACTIVITIES FOR CHILDREN WITH NEW FACITILES
   We must develop programs and facilities for ALL of our children in Chadbourn. No place to play, no place to see movies, no place to hang out and have fun is a recipe for problems. New parks and better care for the ones we have is necessary. Baseball, tennis, softball just to name a few are needed.

 WE HAVE TO BE ATTRACTIVE TO ECONOC DEVELOPMENT
   We must create an environment where business people want to do business with us. I feel we need our own Chamber of Commerce as well as our own Building Inspection department. This may be a person cross trained to do more than one thing.

 DEVELOPING PROGRAMS THAT WILL CHANGE THE MINDSET OF OUR TOWNS FOLKS
  Finally we must change the culture attitude in Chadbourn. This town belongs to everyone not just a few. Equal opportunity as well as equal expectation that will encourage our upcoming generations to have respect for themselves as well as others and our town.
